The DfT have issued their guidance for the 2019/20 scheme year; we can confirm that there are no changes to the guidance that has been in place for a number of years now.
The latest DfT guidance can be found in full here:- https://www.gov.uk/government/publications/guidance-on-reimbursing-bus-operators-for-concessionary-travel.
The reimbursement calculator has also been released – this has been updated with CPI and the GDP deflator for the forthcoming scheme year.
Local authorities only have until the end of this week to issue their draft scheme documents for the 2019/20 scheme year as the deadline is 1 December 2018. It is suggested that operators review these documents and, where necessary, engage with the authorities at the earliest opportunity to agree reimbursement parameters for the year.
EPM will undertake free initial reviews of these concessionary fares scheme documents on behalf of operators and advise of any opportunities that may exist to improve reimbursement – last year we were able to improve operators’ reimbursement by an average of 16%.
